You will need a land first of and a drawing.
Then possibly a QS to estimate.

The comments above from people, sarcasm or not, adjudging the post to mean one can build thus structure with 500k is baffling. Classic Nigerians, slow to process issues but very quick to talk and criticize.

What OP meant is that instead of paying 500k yearly if you find a way to gather 10-15 years rent money, you can erect such a structure.

I don't think 500k can build this.
This building may consume 800-900 blocks.
And if you are moulding, consider 50 bags of cement, and four trip of sand to get 900 blocks.
500k is gone already.

I would say 1.5M if you the builder put in some work.

Depends on the kind of interior design he wants.

Things are different now when you check prices of building materials. The window size is 4 feet, give or take the building is around 22 by 16 feet. Setting of blocks, minus plastering and flooring to linted level should not be less than 800,000 Naira

3 million naira will be just fine if you are wise, just make sure you turn yourself to a mathematician and follow the engineer and carpenter bumper to bumper
